As outlined in the new Telecommunications Infrastructure in New Developments Policy, nbn is required to charge the retail service provider (RSP) a one-time user contribution of $300 (inc. GST). Under nbn’s Wholesale Broadband Agreement for RSPs, this is referred to as the “new developments charge” and came into effect on 2nd April 2016. nbn applies this charge to the RSP that, on and from this date, submits the first order for an nbn™ broadband service to complete at a location in a new development. It is up to your RSP to on-charge this amount at their discretion.
The charging reflects updated government policy. The policy’s fundamental objective is to increase efficiency and broaden choice in the provision of telecommunications in these areas by encouraging fair competition and ensuring some recovery of costs up front. Further detail about the charge can be found in the government’s Telecommunications Infrastructure in New Developments Policy.
$300 (inc. GST). This charge may be passed onto you through your RSP.
nbn will apply the charge for any of its technology types.
nbn intends to apply the charge to all new Location IDs within the site boundary of a new development, including new developments in brownfields areas. This is consistent with nbn’s current methodology of identifying new development sites. nbn imposes the charge to the first connect order to complete for any new development location.
The charge is a one-off charge: once it is applied to a new development location it will not apply again.
No, since the charge will apply to all technology types.
Any disputes about the imposition of the new developments charge should be channelled via your RSP. nbn has a process established with RSPs to deal with cases where the charge has been incorrectly applied.
The Retail Service Provider (RSP) who takes supply from nbn and who submitted the first connect order to complete in relation to a new development location pays the charge. RSPs may pass this charge onto their end-users.
Information related to the new developments charge will be loaded into the relevant databases on a daily basis to ensure updated information for the location is available to RSPs.
